Implementation of Pass Fail system

Respected Intellectuals,

I remembered, compared myself to today's education system. I am not blaming present situation, but how we are creating future of India . espcially primary and higher primary school up to 9th std...  we are not able to control over them.. because there is no option to Fail .  If Pass/ Fail system is implemented at this level seriousness May come to at this level itself only...... it's my opinion...I don't know advantage and disadvantages  of implementation of PASS/ FAIL. ( it's my opinion)
